3CE water heater rebate applications close September 30 and rules change Oct 1

Direct Answer: 3CE Electrify Your Home applications for heat pump water heaters installed between June 1, 2025 and July 31, 2026 must be submitted by September 30, 2026. New terms begin October 1.

Maybe you replaced a leaking tank in your Salinas garage last spring, went with a heat pump unit, and someone mentioned a rebate. The paperwork went in a kitchen drawer and life moved on.

If that heat pump water heater was installed any time since June 2025, that rebate money is still sitting there, but only until September 30, 2026. After that date the application window for those installs closes, and the program terms change the very next day.

We install and service water heaters across Salinas, Seaside, Monterey, and Watsonville every week, and this question keeps coming up on the phone. Below are the exact install windows, what the rebates are worth, and what to have in hand before you file.

The 3CE heat pump water heater rebate deadline in Monterey County is September 30

Central Coast Community Energy, or 3CE, is the default electricity provider for Salinas and most of Monterey County. Their Electrify Your Home program pays rebates on heat pump water heaters and heat pump HVAC equipment.

The dates matter more than anything else here, so read them exactly as the program states them on the 3CE Electrify Your Home rebate page:

  • Applications for heat pump water heaters and heat pump HVAC units installed between June 1, 2025 and July 31, 2026 must be submitted by September 30, 2026.
  • Applications for units installed between August 1, 2026 and September 30, 2026 can be submitted either by September 30, 2026 under the program design and the terms and conditions in effect at the time of submission, or between October 1, 2026 and September 30, 2027 under the program.

3CE has said the next eligibility change takes effect October 1, 2026, and an industry publication reported in early September that the new program terms would be posted in late September.

So if your unit went in during that first window, there is no second option. File by September 30 or the application window for that install is closed.

What the rebate is actually worth

3CE lists Electrify Your Home rebate amounts running from roughly $150 up to $3,000, depending on the equipment and the customer. The larger amounts go to CARE and FERA customers and to income-qualified multifamily projects.

That spread matters when you weigh it against what a heat pump water heater costs to put in. These units are not a like-for-like swap for an old gas tank. Installation often involves electrical capacity, condensate drainage, and enough air volume around the unit, which is why many Salinas homes end up with them in the garage rather than a hallway closet.

Costs vary a lot by home, but on the Central Coast the total installed price for a heat pump unit typically lands well above a standard tank changeout. A rebate at the top of that range can cover a real chunk of it. One at the bottom is more of a nice offset.

A few things that change your rebate number:

  • Whether you are enrolled in CARE or FERA billing assistance
  • Whether the property is single family or an income-qualified multifamily building
  • The equipment type and efficiency tier
  • Whether other utility or state incentives are stacked on the same job

If you are still deciding between equipment types, our guide on what to know before installing a heat pump water heater walks through the tradeoffs in plain terms.

What to gather before you file

Most rebate applications stall on missing paperwork, not on eligibility. Here is the short list to pull together first.

Permits and paperwork are where Salinas homeowners get stuck

Rebate programs generally want proof that the work was done properly, not just a receipt. That usually means an itemized invoice from a licensed contractor, the equipment model and serial number, and records showing the job was permitted and inspected where local code requires it.

In Salinas, a water heater changeout requires a Residential Simple Electrical or Plumbing Replacement permit through City of Salinas Community Development. That is true whether you are going tank, tankless, or heat pump. We file and manage those permits in house on the jobs we do, which means the record exists with the city and can be pulled later.

This is the part that catches people who bought the unit themselves or had it installed informally. If there is no permit on file and no itemized contractor invoice, you may not have what a rebate application asks for. Our article on why a water heater permit matters in Salinas explains what the city actually requires and why it follows the house at resale.

Check the current 3CE application requirements directly before you submit, since the program is publishing updated terms around the same time this deadline lands.

Should you rush an installation to beat October 1?

Honest answer: it depends on whether your water heater is already failing.

If you have an old tank that is rusting at the base, rumbling from sediment, or dripping onto the garage floor, you were going to replace it anyway. In that case the calendar is one more reason to make the decision this month instead of in January. Our repair or replace walkthrough lays out the age and cost thresholds we actually use in the field.

But if your current unit is eight years old and working fine, tearing it out in a week to chase an unpublished rule change is not a sound plan. A heat pump water heater conversion usually involves electrical work, drainage, and placement decisions that deserve more than a few days.

Also worth knowing locally: Salinas Valley water runs hard, around 254 ppm in area testing, and that sediment shortens the life of any storage tank. Hard water quietly ages your water heater whether it is gas, electric, or heat pump, so an annual flush is part of protecting whatever you install.

For landlords and property managers running units in Salinas, Seaside, or the Monterey corridor, the multifamily income-qualified tier is where the larger dollars sit. If you have already done installs across a portfolio since June 2025, those applications all fall under the same September 30 cutoff.

Frequently Asked Questions About the 3CE Rebate Deadline

My heat pump water heater was installed in October 2025. Am I still eligible?

Yes, that install date falls inside the June 1, 2025 through July 31, 2026 window. Your application has to be submitted by September 30, 2026, and there is no alternate submission period for that window.

What actually changes on October 1?

3CE has stated that the next eligibility change takes effect October 1, 2026, and an industry source reported the updated program terms would be published in late September. Until those terms are posted, nobody can tell you exactly what the new rebate amounts or requirements will be. That uncertainty is the whole reason the current deadline is worth acting on.

Does 3CE cover my address?

3CE is the default electricity provider for Salinas and most of Monterey County, along with other Central Coast communities. If you are unsure, check your electric bill or the provider’s service area listing before you start an application.

I bought the water heater myself at a big box store. Does that hurt my rebate?

It can complicate the paperwork. Rebate applications generally want an itemized invoice and proof of permitted installation, and a homeowner-purchased unit installed without a permit may not produce those records. We wrote about what changes when a plumber installs a unit you bought if you are weighing that route.

My water heater is leaking right now. Should I wait to sort out rebates first?

No. An active leak in a garage or crawlspace is a today problem, not a paperwork problem. Shut off the water supply to the unit if you can reach the valve safely, and deal with the rebate question once the house is stable.

Questions about your water heater install records?

If you need a copy of an invoice or want to confirm whether a permit was pulled on a past job in Salinas, that information is on file and easy enough to look up. Alvarez Plumbing has been handling water heater work and City of Salinas permitting here since 1988, and the office can be reached at (831) 757-5465 during business hours or online at alvarezplumbingsalinas.com. For rebate eligibility questions themselves, 3CE is the right place to confirm current terms.
